Planet size: range or average?

Does the planetary diameter value in the UWP represent a simple range based on the first integer (e.g, 3000 to 3999) or the average (e.g., 2500 to 3499)?

The former, size 3 is 3000 to 3999 miles.

That's what I thought - Grand Survey introduces the average value, but I'm sticking with the original.
