In looking at the location of Pixie on the Traveller Map, a couple of things jump out at you. One, it is on the border with the Vargr Extents, and two, it is also very near the border with the Zhodani. Therefore, the Navy Base with a "D" Tech Level and Class "A" starport make sense. The base is not going to be too large, because of its exposed position, but should have enough capability to act as a substantial trip-wire to any attack.

Next, Pixie is only a thousand miles in diameter, is airless and has no water. The system does have a Gas Giant. Based on that, with the requirements of the Navy Base for adequate fuel supplies, Pixie should be orbiting the Gas Giant. Part of the base equipment will be scoop ships diving into the Gar Giants upper atmosphere and collecting fuel. So far, so good.

I would figure the population of a small naval base at roughly one to two thousand, with dependents added to that, so maybe 6,000 total for the base population. The Class "A" starport, in theory, should be able to built ships, but in this case, it might be restricted to building only small ships with major components shipped in. Repair and refueling would not be a problem. There would likely be a mix of surface dome installations combined with underground installations, storage, and living space. The whole base would be under Naval control and discipline, so whatever Law Level would fit with that, with a government level for the base of either "1", Company/Corporation, or "6", Captive Government. I would argue for "6", but that is open to discussion.

The anomaly for Pixie is that the population and government type do not match would I would view as appropriate for the Naval Base. I am not sure about the Law Level. Presumably, the starport is also open to civilian traffic, as I cannot see that low a population running an Class "A" facility. To make the existing description work, the population of the Naval Base is not included in the given population exponent. What is most likely is a small number of either ex-Navy or retired Navy living in former Navy facilities, left over from previous wars, who are mining the surface of the planetoid for ice pockets and other useful minerals such as nickel-iron meteor impacts and stony meteor impacts containing needed carbon for hydroponic plant growth in the base, and other small quantities of useful minerals. I would argue that this might be the best explanation, as it gives some permanence to the settlement.

Optionally, the population number may reflect an archaeological team investigating a possible Ancient site, as mentioned in the Wiki. The team draws on the Navy Base for support in its operations. The starport is open to use by civilian shipping, but exploration by civilian ship crew off of the starport is not encouraged. The Navy Base population does not figure in the population exponent. The problem with this is that is does not really give a permanent settlement on the planetoid.

I do not see it as a prison, as the government type and Law Level do not fit at all. Now, having the "Gash" in orbit around the planetoid does not make the world itself a prison, and the "Gash" crew and guards would come from the Navy Base.

That is basically how I would explain Pixie, if I had to do it without changing any of the publish data. Personally, I would put the Naval Base population into the data, and change the government type. I probably would also change the Law Level 4 or so, to allow for sidearms to be carried on the base.

That is my input, for what it is worth.
 
All I know is that Pixie is a prime early game target if you're the Zhodani player in FFW!

I'd imagine that in the canon war it fell pretty swiftly as well.
 
Well, here's the thing, according to Travellermap the system Pixie, has a total of 13 worlds. I'm assuming those are apart from the gas giant and its system of moons. Which means that the planet Pixie is a Mercury or Pluto sized world with a dozen or several dozen civvies, perhaps with a large automation contingent. I would guess there's a "ground" prison in addition to a Kinunir serving as an orbital prison barge.

I think a naval base on one of the gas giant moons is logical. And I think a section of it is probably the civilian accessible region where regular Joes can grab fuel and the Imperial equivalent of K-rations, as well as recharge life support.

Pixie is kind of an odd-duck for a system in Imperial space, especially one situated in frontier space.

I've seen (and opened at the old game store) a copy of FFW, but never played it. Though it does seem a logical step in cutting into the Imperium.

One more note, Pixie strikes me as a result of the classic world generator, with some extended system generation tacked onto it. I think an LBB sense, Pixie, as written, was meant to be a kind of outpost where the IN could base and build ships. And because little's happened there, and there's been little attention paid to it ... it's just gotten lost in the shuffle.

I mean, like I say, I was looking for a setting for a future fan fic piece, so I kind of shrug my shoulders at it. It's an interesting world that I think someone, someone other than myself, could run with in terms of adding more creativity to it. 13 Worlds; how many gas giants? How many ice giants? If there are megaearths, then why aren't they being used? Asteroid belts? Oort clouds? More than one gas giant? How man moons around the gas and ice giants? And that's just the system's natural geography. Pixie strikes me as untapped in terms of setting and story.

Just an FYI, Hugh Grant falls in Love with Julia Roberts' character (a high paid Hollywood actress), and pretends to be a reporter for Horse and Hound. He asks the Italian actor in the film if he identifies with his characters. His answer is provided by his translator;

There are three items of note in Pixie:
1) A slightly more than usually interesting Ancient site.
2) A General Shipyards yard.
3) The Gash.

IMTU Pixie is an Infrared Zone (ie a Red Zone not known to be red). When a ship shows up, Pixie Naval Command will cordially inquire their purpose in the system. Ships wishing to refuel by skimming the gas giant are cordially given permission, and cordially asked to be on their way. Ships wishing for refined fuel or trade are cordially requested to dock, where they are met by a very cordial fellow from Naval Liaison.

The good humored, likable, Naval Liaison Officer will affably explain that for some unknown reason, security runs the base. He'll point at a view screen showing another part of the base: "For example, that is the General Shipyards yard at Pixie. I can neither confirm nor deny that General Shipyards builds star ships here at pixie." He says wryly. "That's just the way security thinks around here, so don't nose around, hmnn? Now let me take you to Brokers' Row..."

Nosy but discrete people will discover the following:
1) The ancient site is a potential gold mine of advanced technology and military trinkets.
2) The base is a huge supply depot, ready to outfit and resupply combat units in the case of Vargr incursions or another war with the Zho's.
3) General Shipyards is geared more for repair than star ship building.
4) The swarm of belter class J mining ships are decommissioned SDBs ready to have their single pulse laser turrets upgraded to military quality weapons.
5) Naval Intelligence expects an upswing in Ine Givar activity in the next few years. The - at the moment empty - Gash is being prepared as a detainment facility for hostiles.

That's what they want you to know. Here's the real secret:

In essence, Pixie is The Island. People who know too much and for one reason or another can't be allowed out into the wider galaxy are forceably retired here. When they arrive they are told "the rules."

1) Minimal outside contact. Tell everyone you've decided to try belt mining at Pixie. (You will become part of a class J crew and given a reserve commission in the SDB flotilla).
2) Don't try to leave the system. You're here for your protection as much as the Empire's.
) "Don't be a Number 6." After shown to quite decent quarters, they are given a tour of the Gash (which does have occupants). The Gash is reserved for people who can't follow the other rules. Life in the Gash isn't quite Lubyanka, but it is at least Alcatraz.
