I recall from one of the original D20 articles on the WOTC site, that all D20 games would require the basic mechanics from the D&D3E Players' Handbook. WOTC hoped to use this to drive sales of the PHB. Will access to a copy of the PHB be required for T20?
Yes, as a d20 product it technically does require the use of the D&D3e Player's Handbook for the rules on basic character creation and how to apply the effects of experience earned. Pretty much everything else is in the main T20 book that you might need.
