No it isn't. Most planets won't let you, and most starports won't let you, but you can have some on your ship, no problem.

My take is that any planet where you can carry an energy weapon is a place that . . .
1. Is most likely not worth going to.
2. Has a government so inept that you may
actually need an energy weapon.
3. Is under Vargr control.
