Assuming a copy was sacrificed for the scanning, then there is 0 reason for the sloppy scans.

if they didn't sacrifice it (ie, chop the binding off), then it can be fairly hard to get straigh scans.

I have purchased the "Emperors Arsenal" one week ago. All even numbered pages are missing. I have send a complaint to DTRPG the same day but they haven't answered until now.

Judging by a couple of the first few color plate pages (not the front or back covers, but something close), I would guess that a copy was sacrificed to make the scans.

I'd say that the reason for the sloppy scans is probably someone rushing to do the scans in a hurry and not being too careful about the end result. Hopefully, these issues are just growing pains that will get resolved before too long.

The Megatraveller Referee's Manual is available for download, too. I emailed DTRPG enquiring about it, and they responded, "It's available here ."

I'm not sure if this is a recent change. I don't recall the price being dropped earlier this week.

Just a note, someone wrote in the Ref's Manual, in the System Generation chapter, used for the scans but it's nothing really major.
