Micronations

William Walker (May 8, 1824 – September 12, 1860) was an American lawyer, journalist and adventurer, who organized several private military expeditions into Latin America, with the intention of establishing English-speaking colonies under his personal control, an enterprise then known as "filibustering."

During the reign of Pangeran Indera Mahkota in the 19th century, Sarawak was facing chaos.[4] Sultan Omar Ali Saifuddin II (1827–1852), the Sultan of Brunei, ordered Pangeran Muda Hashim in 1839 to restore order and it was during this time that James Brooke arrived in Sarawak.[4] Pangeran Muda Hashim initially requested assistance in the matter, but Brooke refused.[4] In 1841, Brooke paid another visit to Sarawak and this time he agreed to provide assistance. Pangeran Muda Hashim signed a treaty in 1841 surrendering Sarawak and Sinian to Brooke. On 24 September 1841, Pangeran Muda Hashim bestowed the title Governor on James Brooke. Then in 1846, he effectively became the Rajah of Sarawak and founded the White Rajah Dynasty of Sarawak after the death of Pengeran Muda Hashim

Both of these occurred in the 1800s. Clive in India could be viewed in the same light, as he was basically working for the East India Company.

Then you have The Dogs of War, by Frederick Forsyth, which is not that far-fetched at all.

A low-population planets, say planetary population of 4 or lower, could be taken over by a company to battalion-size mercenary force. Or the group could set up its own nation on the planet, converting it into a Balkanized world fairly easily. That would work up to say population 6 or so, depending on the world size and habitability.

For that matter, Pagliacci, UWP C754733-6, the planet in Double Adventure 4, "Marooned"/"Marooned Alone", has a couple of sufficiently large islands for those to be potential targets, along with being on the fringes of the Imperium and near the Solomani.

Technically, the high seas are regia nullia (sp?), and that's the basis for a couple micronations.
 
Well, there is Bir Tawil, a bit of land between Egypt and Sudan. Neither county claims it, and no one lives there.

The declaration of independence was made by Jeremiah Heaton, a former Democratic Party Congressional from Abingdon, Virginia, who made a 14-hour overland trek via desert caravan to a remote, disputed shard of territory between Sudan and Egypt, planted a flag, and declared it, provisionally, “The Heaton” and later, officially, on a suggestion from his children, the Kingdom of North Sudan. The piece of land in question is Bir Tawil, an 800-square-mile lozenge of desert. The reason Heaton has made himself king of North Sudan is to fulfill a promise to his seven-year-old daughter, Emily Heaton. As the self-styled monarch told the press, “Over the winter, Emily and I were playing, and she has a fixation on princesses. She asked me, in all seriousness, if she’d be a real princess someday. And I said she would.”

Now that's an indulgent father!
