FFE's website gives (from memory) about a page as fair use. I suppose it could be argued that TNS is only about a page from each issue, but I'd say its pushing it. OTOH, it would appear that all the print TNS items are already up on the traveller wiki.
 
Nothing that central to Imperial ceremonial would be secret, even if its true working were far more extensive. However obscure or illegal IRIS's methods or actual activities, every single Imperial accession would have an IRIS proclamation. So even if the agency's activities were secret, it's existence couldn't be. Otherwise, there's no way its proclamations would have an legitimacy.

It's only plausible in a huge empire, with incredible communications lag ... oh, wait ... 8-)
 
Yes, and the British Empire had a lag of two-six months between London and, say, Sydney

As for communication to South Africa, past the Cape of Good Hope, the communications were of the 'find a merchant, give him a leather bag, and tell him which hole in which tree to stick it' type

Which said lag pretty much meant Australia (and NZ) was left to its own devices so long as the Govn'r sent reports and tribute. And Australia couldn't meaningfully influence the UK in a timely fashion, and vice versa.

Even with the constant flow of officers, the two rapidly became distinct nations within one empire.
