CT XBoats have a Model/4 and (if I've read the deck plans correctly) at least 5 Dtons of extra data storage. I would expect that over the years the Xboat service has been operating, this has been found to be the 'normal traffic plus a bit of overhead' space required. If more data needs to be sent then it waits for the next X-boat.
It's like Usenet, except that it uses spaceships instead of wires.

Yes, the X-boats have a lot of storage, but how much of that gets devoted to the 103 version of the same news story is another matter, particularly if that news story is then "pushed" to the waiting Model/1's of the subscribers, is another story. At SOME point, bandwidth is a problem, if we're talking about everything written in the Imperium in a week (albeit which week gets staggered over years). Planet A gets all the news from Planet B from last week, Planet C, from two weeks ago, Planet D, from three weeks ago, not to mention all the stuff from off the routes that trickles in, all in one transmission; at some point, there must be a filter, was my main point, and it would probably be in the nature of having only one of each story in a given run.
