This has a scout base. Would you say there's a good chance in the OTU it's an Imperial Scout base.

IMTU I made it one. I guessed that a lot of exploration of non-aligned and Hiver space might take place from it.

Given that there are several more in the Corona Regnum H'ivk-Havick subsector next door, I'd say they are likely for Line-of-Communications and surveillance into Hiver space.
The Corona Regnum according to the Traveller wiki is a client of the Imperium and it would make sense that the Imperium would want surveillance and communications in place.
Of course, this only really makes sense if there were additional ones stretching back towards the Imperium... But, the mapped universe doesn't always make sense either.
