Imperial Colonial Bureaucracy

I have found reference to the Imperial Colonial Office and the Imperial Ministry of Colonization in Traveller, but is there a write-up anywhere for this institution of the Imperium?
 
I think the Imperium would use new colonies as an asset in various ways. The most obvious, but crudest would be to suck it dry and leave. That however would be unprofitable. The Imperium has an interest in making sure it is integrated into the general economy and keeps producing.
Another way would be to sell or grant it as a fief once it is properly developed. That would of course reduce the necessity for beareaucracy and encourage people to desire the Imperiums favor.
A few would always be kept as a final sourse of revenue.
There would be several sorts of colonies.
Imperial Colonies are already described.
Government Colonies would be initiated by subordinate governments
Corperate Colonies would be the projects of Corperations
Semi-Private ones would be founded by a small group these would have many variations. Some would be philisophically based(I.E. Mormans in Utah, Pre-jump Terra. Some would be simply restless young lads out for a lark-sort of Imperial Ihaiti( Real Aslan doing this might make another subject elsewhere).
There would also be "spontaneous colonies" formed by a gold rush.
The last two types will likly have formed, or be in the process of forming their own government before the Imperium is aware enough of them to start meddling. Which would make an interesting campaign.
 
My first idea about "Imperial Ihaiti" was simply the analogy of restless humans with Ihaiti. Then I thought "why not: there are Aslan in the 3I, aren't there?
