If the moon was closer than ~9000km you would have a ring, as the moon would disintergrate.
If it didn't it would mean it's not an oribtal and thus heading right for you. In which case having that thing show up in the sky would be time for you to adopt the "Kiss ass goodbye position".

Well, if were on a close pass at that orbital velocity, there would be some interesting earthquakes, but it may not actually destroy all life on the planet. So a really scary event, but only once in a lifetime.
I forgot about all the plastic lava flows it would induce. Every pass you'd see magma boiling up through the crust somewhere. Wow.
To make this plausible the planet in question would have to be incredibly dense at the core, almost hyper compressed closer to the sun to make us for a lack of a molten core and keep the "heat turned up".
