CT Only: Hijacking Attempt on an 18+

Something I'm not sure I've ever noticed before: The rules state that a ship has a hijacking attempt if the referee throws 18+ on 3D. Now, 18 is the maximum roll on 3D, so the "+" implies modifiers. Except nowhere in Book 2, or The Traveller Book, do they mention any modifiers to this throw.

If you use this rule (throw 3D each trip, with a hijacking attempt on 18+), what modfiers do YOU use?

Do you...
...add a modfier for a low law level of the origination star system?
...add a modifier for high credit speculative good purchase?
...add a modifier if the crew doesn't stow passenger weapons in the ship's locker?
...add a modifier if the ship is undermanned?
....something else????
 
From what I see It's just a straight 1 in 216 chance.
Which is actually fairly high when you consider that average starship will make 960 jumps in it's 40 year "lifetime"
So a little under 4 1/2 hijacking attempts over the ships lifetime.

I never felt the need to bump it up or even bother to roll it. Hijack attempts would be a ref event for me.

If I did do DMs, it would probably be 20+ on 3d with at least 2 conditions to make it possible.
 
Hijack attempts are an event for me when the dice say they are.

And then I fit them to the circumstances.

Sure you do your universe. Traveller is setup to have entire sessions triggered on an event. It’s a living dangerous sandbox.

I would be hesitant either way leaving it at 18+ and extra DMs making it more probable.
 
We used to include the law level of the star system in the roll, rolling 4d6 minus the law level. It meant that LL 7 or more was usually safe, while visiting low law level worlds could be quite hazardous. Travelling to star systems like Efate with it's TL13 and LL0, was one of the few places in the Spinward Marches you could legaly buy plasmaguns and Battledress. Getting in and out with your skin and purchases though could be quite an adventure.
