[Hard Times] Recovery

So these marginal systems become even more marginal. Wages are depressed, cost of consumer goods goes up the “Angel” world just mines the doomed for cash. Oooo sounds like a situation ripe for insurrection!
 
Yep - and the key goal of the insurrection is to secure the means of survival for the world; otherwise independence would be impossible. Sounds like a damn good adventure seed (and reminds me of Total Recall, too

Although, don't always count on insurrection having an automatic cause from Winters of Discontent. Many "liberal" regimes can stay in power promising prosperity is just around the corner whilst taking steps to ratched down living standards. The techique that is tried and tested is painted those seeking insurrection as some how espousing the same values. Much harder in the Imperium, whereby, noblese obligese has fallen into hard times, well before the onset of Hard Times.

I agree; nevertheless, in the unstable political climate of the Hard Times, people are going to be somewhat less trusting than in the "good old days" of the Imperium, not to mention the "angel world" might suffer from sudden shifts in policy, which might also spark rebellion on the "saved worlds". This could also be influenced by the fact that there are many "scavangers" (i.e. petty pocket-empires) competing over the rotting remnants of the Imperium; sewing and cultivating discontent on subject worlds could be a political tool in conflicts between such "scavangers".

I might have another look at Gov 7 (Balkanization) effects in the area. If that world has any jump capable ships then the possibility of destabilizing their neighbors is there. If it is the high pop high tech world that fractures then the effect could be felt parsecs away as the doomed world choose sides. Civil wars can blast tech levels to single digits in a year or so.
