Ershur vs Kaggushus - Capital of the ROM

So here's an interesting question about canon of the Capital of the Rule of Man. Supplement 11 notes that the second emperor moved the capital from Terra to a world called Ershur (or Hub) without noting where it was. S&A (p22) notes that this world is in Masilia Sector. Then in some other source I've not found its noted the world is 0402 of the sector. In the T5 data, the world at 0402 is Kaggushus, the subsector capital and home to 9 billion people. There is a world Ershur at hex 0504, a pleasant little garden world with 90,000 people on it.

So the question becomes, did Emperor Hiroshi II move the capital to 0504, which was later abandoned, or did he move it to 0402 which was subsequently renamed?

So I'm leaning toward the former, simply because it makes for a more interesting image. The pleasant garden world has a large, 3,000 year old abandoned and crumbling hi-tech city, long since stripped of any interesting artifacts. But still a mecha for groups of Solomani, still living in the glory days for the Rule Of Man.
 
There is library data for this in TNE. I will dig it out and post it (though if you dislike TNE you can disregard this).
