On the Interstellar scale you have X-boats and freighters with mail contracts. On the local scale, I'm not sure OTU WLAN trech is good enough...

Three pole to pole sats would cover any planet in under 6 hours.
I assumed the X boat network downloaded and uploaded any message for each system as they pass, for a fee.
