In the HIWG docs it states that the group of young nobles around Craig were inspired by Dulinor, but of course Daibei did not ally with Dulinor in the rebellion.
What might be the reasons for this? Something similar to Franco being Fascist but still staying neutral in WW2?
After 1,000 years, a sector duke realized that that building up your industrial and population base is good for your citizens and will increase your own powerbase.

Craig may have supported the ideals but still been horrified at what Dulinor would do to achieve it. Just like real people support the idea of a united Ireland or Basque independance, but are horrified at what the IRA or ETA would do to bring it about.
Craig likely supported change and reform but not rebellion and civil war.
