A blank Domain map?
The domains are variable regions of administrative convenience. They are all different from each other, but specific for their area. How can there be a blank one?

Where exactly did that convention get introduced?
I'm pretty sure it was MegaTraveller.
The first time domains were mentioned, I guess. A domain is two by two sectors, so a map of a domain would be two by two sectors. So a blank domain map would be two by two sectors of blank hexes.

The map of the domains is explicitly 2x2 sector chunks for each domain in MT Ref's manual. It notes that Hinterworlds, Magyar, and Verge are not within any, and shows that Gateway is less than half imperial...
CT Supp 11, however, also notes that the original domain of Sylea was 4 sectors in size; the remaining domains each will cover 4 sectors nicely.
(It also notes that, as of Supp 11's date of 1107, there has never been an archduke of Deneb, in the 518 years of its existence... p.6)
