Cargo Tonnage

Perhaps I missed it, but I don't see anything about how much tonnage is available for each speculative cargo. The only thing I see is a note that reads

up to 100 tons available

Does that mean that 100 tons of the cargo are available, and the merchant can buy any or all of it?
