Did anything significantly change between CT 1st and 2nd edition?
Yes, lots.
Your PC doesn't have to die if you fail a survival roll.
Scouts get 2 skills per term rather than one.
Some skills were changed - some renamed and redefined, others had how the skill was used changed.
Skill charts were changed in line with the above.
Weapon damage was changed.
The ship rules were changed in a couple of places - which have a major effect on the setting (e.g. the x-boat is broken under 2nd edition rules) - the drive potential table changed, jump fuel was no longer entirely consumed if you made a jump less than your maximum rated jump.
Ship combat changed scale and went metric - and the jump torpedo vanished.
In the Worlds book the trade lane table was removed.
There are probably others, but 1st edition and 2nd edition CT are different versions especially the changes to the ships
I'll give you that GT 2nd edition isn't a great deal different, but it is
technically a different edition to the first - it says so. Why not call it a second printing otherwise?
But if we agree to GT being one version only, then that makes T5 the ninth version of Traveller.
Is't nine a lucky number somewhere???
