I picked the awards for one of my characters,
Imaah "Chesty" Chehesti, General of Imperial Marines (ret).
They will be announced several years after her retirement and will blindside her - as they would be totally unexpected - for reasons her bio makes quite clear.
I picked Byret/Mora in the Spinward Marches as it looked to be the best roleplaying setting for her character. (She was the very successful Imperial Commander for pacification forces in a recent insurgency on that planet.)
Lots of folks from all sides of the conflict hate her guts. The insurgents, of course, because she whooped them but good. Quite a few of the once-wealthy and influential locals hate her because she paid pennies on the credit for their startown property - they fell for her strategic deception just like the insurgents did.
The local government will hate her because they already realized that just because she is on the Imperium's side doesn't mean she's on their corporate, bureaucratic, self-serving side. Plus, she made it quite clear last time she was planetside that having to live with their inefficient bureaucratic government might have made her want to revolt, but since she commanded a whole lot of Imperial firepower, she would just accidentally start dumping asteroids on their homes and offices until they cooperated.
About the only group that don't hate her are the Larianz, a minor race native to the planet. That's because all soldiers under her command - including local levies - had to treat the Larianz with complete respect or suffer her personal wrath. (The Larianz were taking no part in the insurgency and Chehesti wanted to keep it that way.)
I find it interesting (and very pleasant) that all the folks on the thread so far preferred the role-playing aspect of picking a planet for the awards rather than picking a higher rank.
