Maybe it's just me, but shouldn't VaccSuits by definition end up with Sealed = to at least 18, to defeat Suffocation = 3, ie, Vacuum? Am I missing something here?
 
Does T5 model the difference between a VaccSuit 'keeping air in' and a HazSuit 'keeping dangerous or high pressure atmo threat out'?

A Vacc Suit, by definition, should protect from a vacuum. I would ignore all of the extraneous verbiage.

Yes, you are correct. Under Personal Combat - Armour and Protection is a section labelled Sealed:

Sealed is protection against Gas, Infection, Stench, Poison, Vacc, and Tranq.

For example, Scout Eneri Dinsha 777777 is exploring a Hellworld beyond the Imperial border. He is using a StHHES-8 Standard Heavy Hostile Environ Suit -8 Sealed-22.
As he explores he encounters:
Rough Vegetation = Cut-1
Noxious volcanic gases = Stench-3 / Poison-1
Poison Thorn Bushes = Tranq-2.
None of which can overwhelm Sealed-22.
