I'm trying to create a star system in T5 with an open mind; using the rules as written without influence from CT or MT. I think I've successfully created a system, but it required a little bit of guess work on some parts. I may have missed something, but here are the questions that came up:
1. I didn't see adjustments to orbits from secondary stars. For example, my secondary takes up orbit 6. It also has its own orbits 0-3. In MT, I believe, the star would "push" orbits out by 2 to make room for its own planets; I don't see that in the T5 text. My issue is that I have a Mainworld at orbit 5; I'm guessing the citizens hope the planets in orbit around secondary 1, 2 or 3 (I haven't figured out the range band between 1,5 vs. 2,1; 2,2 or 2,3) don't collide with their home world.
2. Tech level. As written, I don't see a system level tech level; CT Book 6 had TL set to Mainworld - 1 unless a base was present. My Mainworld is TL B. As rolled, the other worlds are 6, 7 and 9. I could go either way with this: either house rule every world up to A or B, or I could have a system catastrophe and have the worlds become frontier like as they recover.
3. Spaceport. The text says Roll = local pop - 1D. The chart shows 2-6+. With a max pop of 3 (Mainworld is 4), what happens when a populated planet rolls a result less than 2? I house ruled that: results are 2- to 6 and unpopulated worlds are Y by default (as 0-6 would be an automatic F otherwise). Unfortunately, that also makes low population worlds more likely to get the better spaceports.
4. Satellite orbits. Primarily, how are they supposed to be placed? Taking inspiration from the world placement chart, I made Satellites1 through (X-1) "close" and rolled them then made the final satellite "far".
5. Population and Water. I know the max is capped at Mainworld - 1. It seems as written, there's no modifier for distance: a world at orbit 0 and a world at orbit 14 each roll 2D-2 for population. Likewise with hydrographics: worlds at HZ-2 or HZ+2 have the same chance of rolling for free standing water.
Here's the sample system I generated which I admit may be wrong from any text I may have overlooked:
