Supposedly, Nilsen had some weird plans for the K'kree in TNE that never saw the light of day (perhaps thankfully - after the laughably bad "breeds" in "Vampire Ships" I'd rather glad we didn't see any more of TNE's clever ideas). The creatures living in vacuum on the cover of the rulesbook were supposedly Virus-modified K'kree.
This is a roundabout way of saying "no K'kree chargen because they had something weird planned for them."

Not sure about the rulebook, but I can see where that's coming from. I heard the rulebook was just a generic 'spacy' cover commissioned from an artist - people started asking about the regal lady on the cover and this was the genesis of the Empress Wave.
One thing I do know is that the 'limbed' scout-courier creatures on the cover of the TNE T-shirt are Battledressed K'kree from behind the Black Curtain. I think this was mentioned in the 'Ask Dave Nilsen' thread a few years back.
