At what TL do Relicts (and Life Insurance) become viable?

It's not clear to me at what TL we can permanently implant a recorded personality into a clone of the pattern. The Table on pg 98 is unclear to me -- what is a TL 15 "Pattern Personality Re-Implant" compared to an Implant?

Agent of the Imperium has a Relict, circa 664, serving in a TL 13 Marine batallion: "Force Commander Hirono was a clone; he looked twenty but had the experience of twice as many years. This particular unit was the 5th of the 2999th, a Lift Cavalry Squadron with three troops of a dozen flying armored vehicles each."
 
TL13 I believe, Technology Tables near back of book. Minimum for Wafers (& recorded personality?).

My take on it is that at TL13 you are using wafer technology alongside cloning to construct the relict.
Note that in the AotI book Bland was killed by the personality/memory copying process.

TL14+ technologies no longer require wafer tech.
