Maybe a silly question: the listing says "The ship can carry up no additional passengers at double occupancy and no low passengers". So what is the point of a detention cell then?

Good catch, it is a cut and paste that I filled in from the rule book, I should change that to detail that it can carry detained prisoners.

I am that unpolished ship builder app.
A lot of this does lend itself to automated apps and programs, I am not that great at writing stuff like that, though I do have the idea that I would like to have a ship builder app like the Classic Traveller "High Guard Shipyard" - plus others, a character generator, travel times calculator, and interactive map.
