The Chartiness of Charted Space

What criteria determine whether a region is considered Charted or not? Are the sectors directly rimward of Holowon, Amderstun and Rim Reach truly uncharted?

Apparently the Solomani conducted expeditions to the Galactic Rim, so at least some of space rimward of TravellerMap has been cursorily scouted.

The Zhodani have had an ongoing project of Core Expeditions that have been undertaken on 8 separate major thrusts over the past several thousand years.

And the Imperial Interstellar Scout Service (IISS) has done at least some scouting in various directions to quite an extensive (but not clearly specified) range (reaching as far as other galactic arms at the very least).

If the sectors are officially named, then they have probably been at least scouted, if not actually settled.
 
From Marc Miller's Agent of the Imperium:

"Charted Space. The region of space inhabited by humans and thousands of other races, both major and minor. Charted Space encompasses 128 sectors and more than 80,000 worlds."

... which covers the 16x8 sector region of space depicted in the classic Imperium poster, the Library Data supplements, etc. i.e. this:

So by that definition, "Charted Space" leaves off a lot of stuff we presume is pretty well, er, "charted", e.g. areas just rimward of the Solomani Sphere. And we know there are far-flung scouting expeditions by the Imperium as well as Coreward/Rimward expeditions by others. So a lot will be at least cursorily "charted".

So by "Charted Space" the Imperium actually means the area where the Major Races live. I can live with that definition.
