It is hard to breed tractors.

Breeding tractors is quite possible for a low tech world if you import TL13+ creatures that have been modified to work as tractors (geneering starts here and improves with level) and to reproduce. Also possible that the colony was lucky having original colonists who hadthe skill and knowledge and tools before they are lost into prehistory to convert local fauna or flora to that role. It is conceivable that a low tech society could have others means of geneering creatures to fill the role of tractors. (see T5.09 p495)

I image sun flowers that collect and store solar energy and output excess power from the stores at night to electro conductive roots threads which a colony could use to power lights.
or Rhinodons that pull plows and seeders while subsisting off radioactive minerals...
