Tech Level for "Global Warming Denial"?

What TL would you say a planet can start putting reflective mylar sheets of vast size in orbit to either deflect stellar radiation from a planet or add to it, to regulate overall planetary temperature? This is inspired by Habitable Zone orbit rules-wrangling in the T5 errata discussion but I would accept a topic-move as it cuts across all versions? If rules errata can't be resolved, maybe the imaginary planets will make discussion irrelevant by progressing in tech-level after hundreds of years and fully mastering their environment!

It is not immediately obvious which will be achieved first...

For shading, TL7. For enhancing? somewhat higher.
For practical cost? TL8/9 depending upon edition. (Gravitics become practical at TL 8 in some editions, 9 in others.)
 
FYI, changing the planetary Albedo is the technical term for what you're asking about.
No, it's not.

Albedo is only what's reflected from the surface and atmosphere.

What he's suggesting is orbital mirrors and/or orbital sunshades; those won't change the albedo, but will change the insolation energy.

It results in an artificial albedo.
 
My "solution" is simply putting a gigantic pair of sunglasses between the Mainworld and its Problem Star. When I draw out my idea, I actually draw the sunglasses.

Then, invariably, I or someone else suggests it would be more likely that a Dr. Evil puts up a gigantic parabolic mirror by which he may alternately deny light to a country altogether, and threaten to heat-ray recalcitrant cities.
