TAS Membership

I apologize if this has been covered before but I did a quick search and came up with nothing. My characters want to know if they can become members of TAS. Is there a canon way of doing this other than as a mustering-out benefit? How much is it?

"It is also possible to purchase membership. This costs Cr1,000,000 and runs a small risk of being blackballed."

1> Use of TAS facilities where available (at reasonable costs)

2> A free High Passage Ticket every 2 months as a dividend. This ticket can be used, sold, or held as desired.
