T5 the OTU and Cx Strangeness

Hi All,

I have been exploring the T5 OTU using the data from the wonderful travellermap.com site.

I decided to run some graphic reports on "Strange" planets (ie Cx Strange counts of 10 or higher).

When I ran a Law Level/Acceptance scatter diagram for Strange planets in the Marches I got these two...

I then ran the same report on the Rim. Here it is below...

What is up with that? Every planet with a Strange index of 10 has a law level of F?

I thought the Strange Index was an independent Flux + 5 roll? Or is the same Flux used for each system? Perhaps the OTU was not made using the ruleset we use?

Any ideas?

Some more charts.

This time I posted scatter diagram with a circle for each system in three sectors. The color of each circle reflects that system's Strangeness. Notice the common color (almost but not quite exactly) for each law level.

Clearly there is a law level / strangeness connection for the OTU. Unclear to me if there is supposed to be one in the T5 generation rules for MTU.
