T5.09 Risk Reward DM for Military

I'm not clear on the point of the Branch and Operations Mods for the Risk Reward in the military (Spacer, Soldier, Marine) careers.

If the player is allowed take Caution or Bravery Mods of +9 to -9 then the way I read it they can simply override the Branch and Operations Mods.

For a maximum example if a Spacer Officer has Flight (Mod 2) and Mission (Mod 3) for a total of Mod 5, this can be eliminated by the Caution or Bravery Mods with an excess of 4 to go the other way if the player wanted to. And that is worst case scenario.

With numbers: Spacer has Str 6 and RR Mod is 5 (as above), they could still push the Risk number up to 10 (6-5+9) or even move it back to a natural 6. They can almost pick any number they want.

Am I doing this right? I used a maximum number above, but most of the time the Branch and Ops Mod will be 0-3 and by my reading it seems they would have almost no effect on the RR roll because they can be easily overridden.
 
That's absolutely right.

That caution mod will count against the potential of a Reward as well.
 
Okay, thanks, I was trying to reason the rationale behind allowing the Branch and Ops mods to be overridden.

I think I have it, even though the Caution Mod can override the Branch/Ops Mods it still makes a difference because if there's a failure the negative Branch/Ops Mods make the failure worse. But you may want to take some risks to get those medals.

As an aside, I've used all the CharGen since CT and overall I think T5 CharGen is the best yet. First session with these rules is only a few weeks away!
