I'd appreciate help with the following -

1) Regarding the Meson option for the communications subsystem - page 264
of the handbook states that if selected "Multiply installed Communications Model price by X5." Does this simply mean that you multiply the
appropriate cost factor by 5?

2) The minimum required communications model is 1 and can be modified at most to a minimum required model number of 3 (Meson option) - correct?

In brief though:

1) That is correct as I understand the system. You take the appropriate communications model and multiply its cost factor by x5 before adding all the cost factors (avionics, sensors and comms) to be multiplied by the computer model number and options (bis and fib).

2) Not quite if I read your question right. To have a Close range (effectively a model 1) Meson comm requires adding 2 to the model number so you need to install a model 3 Communications module (with a base cost factor 1.5 x5) for a cost factor of 7.0 and a size of 0.6 dT. The minimum computer model number required for the model 1 meson commm above is a model 3. So (if you have no avionics or sensors) a Close range Meson Comm and Computer is going to cost (base comm cost factor 1.5 x5 = 7.0 x 3) Mcr 21 and it will require 0.9 dT and 1.0 EP.

If I have it right and as I recall the discussion and answers it seems so (as much as I had hoped I had missed something and had it wrong since it seems a little broken or not completely thought out). No offense but there are a number of problems I (and a couple others) have with some of the design systems. I think there was a lack of gearheads in the playtest group.
