T20 corebook cover question

I have to ask - who is the human with the cap on the cover of T20? It looks like a photo of someone real rather than an art piece. Is that someone at QLI?

IIRC it's the cover artist, David Mattingly. *NOT* Dennis Quaid or Randy Quaid. ^_^
