Stewards and Passengers

Are there rules in T20 that indicate how many Stewards are needed for what number of passengers? I checked THB but I could not find any such rules but I still think I have seen them.

Yep, page 276 in mine, in the Design Sequences section for ships, Crew Requirements. One Steward per 8 high pax (or command crew) or fraction thereof, and one Steward per 50 mid pax (or non-command crew) but not required if there are less than 50.
