Does chargen really have to be tied to star generation?

It has been since MT. MT, TNE, T4, & MgT all give background skills based upon homeworld. 2300 also modifies for homeworld.

Several 3PP supplements included stat mods by homeworld.

So, while technically, no, it need not be linked to world creation, most editions do link it to having a known homeworld. And the easiest way for that is to link to world generation, or more correctly, to the UWP, which is a product of World Gen (but may legitimately be fiat choices by the Ref).

I haven't used homeworld with chargen much, ever. We'll roll it for the basic skill levels, but then forget about it. Typically, anyway.

MGT Core Rulebook 1st Edition, page 6, Right column, Background Skills.

They're based upon the trade codes of the homeworld.

MGT 2 dropped that.
