I don't know, in my experience the hard part is the proofing and editing, judging from the amount of corrections for erratum and corrigendum that seem to follow (or often should but don't - "If we don't fix it, it ain't broke!").
Better that the product is a little slow to the printer (and hence the stores) so a good editor (someone with a first language skill beyond a basic vocabulary and a good knowledge of the material, ideally) can insure a quality product.
See, even this needed a better proof-read, I typed faster than I could spellcheck and made a silly error

At times it seems poor Hunter gets overloaded by barrages of stuff from the playtesters... we tend to attack in waves...
To get an idea of *why* the product is late, simply look at the post-counts for the playtest subs... and watch how they climb.
By golly, we'll miss some things, but boy, we've sure tried to help guide MJD & Hunter's view of MWM/Avery's vision toward a consensual view. And maintain some goodies which will be useful not just for T20, but can be back-ported easily and effortlessly into other editions. And while the ship designs
won't be Bk 5, you'll easily be able to use them in Bk 5 combats & MT combats.
And they're bloody close to Bk 5.
And, no, not everyone involved in playtesting is happy with
all aspects, but
everyone involved with my group has things they like about it to some degree or another. (Shadowbear, I think you've the least. But isn't ship design spiffy now?
And they're pretty diverse.
