Small independent navies

By giving the ships to small independent governments on the rim, The Imp navy gets to keep the ships in service at no cost, make friends, discourage piracy, and help imperial shipyards stay in production.

If you give a couple 1000 ton DEs and a dozen 400 ton SDBs to Saxe, EAA5543 7, Five Sisters Subsector, the effects are this;
1. Saxe is in dept to the Imp Navy for the gift.
2. Saxe must go to the Imp Navy or Imp suppliers to get parts, ammo, tsch data to maintain these ships.
3. Most pirates are now outclassed in this system.
4. Zhodani, Aslan, Vargr scouts have to be careful not to be eliminated in this system.
5. Saxe now has encouragement to upgrade thier starport from an E to a C.
6. Saxe has no reason to upgrade to a class A starport which would compete with Imp manufacturers.
7. Outdated ships can be romeved from the Imp navy rolls, reducing upkeep expenses.
8. The ships stay in service doing jobs the Navy would normally have to do, in locations the Imp navy shouldn't be, at someone elses expense.
9. The number of ships on the rolls of the Imp navy being under the required number generates orders for brand new ships at the latest tech level.

As long as the ships can be replaced in a timely manner, The Imp navy comes out ahead.
 
I have two pocket empires built around populations of less than a billion and Maximun TL's of around 12 worked out in some detail. One is an imperial client state and both have a few capital ships provided to them by their patrons. The information is available in the chekhov hegemony section of the In my travller universe discussion.
A major factor I considered was the problem of maintaining themore advanced imported vessels

IIRC A planet can always build warships at their current tech level even if they don't have a class A or B star port.

Also, the Navy, in time of need, can activate any of those resources for Imperial use. They become part of a Reserve Fleet.
