Ship staffing requirements

If a Scout could be crewed by one, it mean that a high level of automation is acheived in High TL. the Scout is basically reading a book or sleeping until an alarm bell calls for his/her attention and action. The sentient crew is needed for sentient reaction to situation believed to be beyond automation or for casual task best done by peoples.

Of course, what would be Sci-Fi w/o a Hans Solo or Luke Skywalker pulling on a stick and Chewby swinging at guns:)

Beyond that, there will be security requirement.

I always figured the high percentage of Scout bridge was due partially to intense automation for the minimal scout staffing needs and also the advanced sensor gear.

I understood CT staffing as a way to acheive safety without killing the business. As economies of scale are acheived you are bound to provide additionnal safety. The ships could basically run themselves by themselves until:

"WARNING, object approching not complying with automatd collision avoidance protocol ...pilot to bridge"

"WARNING FIRE, smoke in stateroom 8"

"WARNING, POWER PLANT engineer to gage 2567"

In CT The crew represent only a mandatory pool of reactive skills also put to use on casual work by the owner to avoid iddle time pay.

In T5 the issue of Watch keeping (hence the Crew Bill)is (rightfully) added.
