I am developing some backstory for a sector in MTU and I was wondering is anyone is aware of rules (Traveller canon or otherwise) for establishing colonies and projecting their growth over extended periods of time?

This is more on the abstract level like for a Ref designing a sector and includes abstract things like 'resource units'. I think that a lot of the stuff on the Traveller Map (interactive website) and in T5 come from here:

2300AD has rules for colonization and ten-year "turns" in its growth. It's geared more toward 2300 technology but is awesome on its own. Just would need to update some of the tech considerations.

-Located in Tools for Frontier Living (2300) book.

Mindjammer has some very interesting drill-down societal tables to work off which may be of assistance.

Stars Without Number-Suns of Gold has a mini-game regarding colonization which could be easily adapted to Traveller.

Frankly, to assist with backstory, it doesn't need to be Traveller-related at all since attributes can simply be determined at the back-end. Take a look on DriveThru and you may find a number of cool ideas. Stars Without Number would be my first stop.
 
While not Traveller proper (but you sked for that too, if I read you well) 2300 AD (not MgT, but classical one) had rules for developing a colony according its age and intesitiy of colonization.

Being for 2300AD, no provision for colonies older than 120-150 years are there, but I guess there can be extended. And, as Kliggs say for MgT 2300, tech is quite different (e.g. the importance given to interface facilities in 2300, as no gravitics exist).
