Is any world the sector capital but not the capital of the subsector in which it is located, or are sector capitals always subsector capitals also?
 
Don't think there is a mandatory requirement for the sector capital to be a subsector capital as well, but can't think of a sector capital that is not a subsector capital

Which world is not always specified, just the system.

While Im not aware of any where the distinction is made, I can see it happening .... systems with more than one useful or livable world might imitate real life .... the capital of the USA and Australia were purpose built, politics focussed cities after all

Why not have the moon as a politics / fleet / scout / espionage etc etc precinct away from the main worlds fairly xenophobic (or just overcrowded) inhabitants
 
Wherever the capital and political base of a sector, subsector or, even world is you will automatically find a lot of cash and hence a fairly booming city along with that. All you have to do is look at the history of Earth to see capitals of any sort are wealth magnets. Put the capital somewhere obscure and in time it will grow into a booming success.

Brazil did that with Brazilia their capital. They forceably put their capital well inland in the Amazon jungle just so people would move inland and develop an undeveloped portion of the country.
 
There are a couple if instances of capitals moving. One was on the order of the sector duke over in the old Expanses in the 900s. Next duke moved it back before the move was complete.

The Illesh revolst results in the captial being moved to a loyal world.

The sector capital is the homeworld of the subsector duke who also serves as the sector duke. So the sector capital would be the same as the capital of the subsector that constituted his duchy (or the main part of it -- most duchies are coterminous with a single subsector, but some have bits of neighboring subsectors attached (when said neighboring subsectors are not populous enough to make a credible duchy by itself)).
