System Positioning Beacons

For navigation and communication purposes I assume that such beacons (serving a similar purpose to GPS) exists in systems that have at least Grav/Thrust plate, M-drive level of Tech. More complex obviously as it will keep track of and inform of the exact positions of all significant bodies in the system at all times. Ships will take incoming data as to their exact position and rebroadcast from their transponders. Any silent ship can be communicated to and about to others by referencing its SPB coordinates and vector. Alerting the silent ship and others in the system near it.

Wouldn’t Starport class be a better metric for a system like this?

Nope. It is only dependent on a world having good interplanetary transport. No starport and/or Jump tech needed to have this tech be very useful.
