It is covered in the Mongoose 1e SRD, I use it in Kosmic.
Now I have to find the Mongoose SRD…. Just for Clarification : I am addressing the ECG like the CT book 4,5,6.7? Not some mongoose crap.

Side note, I am rather a fan of these books, one of which was a redo of the careers, Book 9, Traveller plus. Book 10 is combat update with custom gun build and armor rules. Might be worth a look for you CT Redux folks.

B) IMHO he has checked out and the migration to MgT Site is almost complete.
C Same here, I am a believer in Book 9 and 10. I avoid striker due to being really out of date and make all my equipment and vehicles I posted a few things I made here about a decade ago. Also there is a Book 2 update I like at Freeport Traveller.

I mush together Striker and TPlus, plus use MgT2 Vehicle design to get fast results, slap in an armor value per cost and use the Striker weapons. Kitbash to taste? You bet.
I do caseless weapons as a TL 8 power up, and treat ACR as electrothermal. Plus a gauss LAG ATR gun and gauss pistol for TL 11.
I'm unaware of anything that would allow you to use those in a published product (which is what I assume you are asking rather than other usage).
However, there is nothing preventing you from creating something which is somewhat similar in tone which is not a direct usage of those charts. If you don't like the Events/Mishaps-style, you can always create something similar in tone to what CT used.
After all, Mongoose doesn't own the concept of making charts. It can't be exactly the same, but there's nothing that says you can't come up with something of a similar style for your own stuff.
