There's an extensive section on this topic in the GM's Section of TNE's 'Regency Sourcebook'. The section is long on theory, analogies, and generalities and short on actual equipment however.
By the time of the Rebellion, the Imperium had apparently developed an extensive 'mechanical' psionic capability. So extensive in fact that new ideas regarding deployment and use of this ability were being discussed.
RSB used electronic warfare as an analogy for this. The Imperium already had the ability to 'knock out' the entire psionic 'spectrum' on any given battlefield; either planet or space battles it seems, and prevent either Zhodani 'organic' psionic assets or Imperial assets from operating. Some psionic version of of a super radio jammer I guess.
Advances in the Imperium's psionic capabilties; some tied to the Longbow Projects, had led some to question whether the Imperium should simply 'jam' the entire psionic spectrum. An escalation theory of usage was suggested instead. The Imperium would only 'jam' portions of the 'spectrum' leaving 'windows' open in which the Imperium can use it's own abilities. If the Consulate wrested control of a 'window' from the Imperium, the Imperium could still fall back on jamming that part of the 'spectrum'.
Given the merry-go-round nature of electronic warfare, you can easily use that analogy to model a frenetic psionic 'arms race' between the Imperium and Consulate.
IMTU the Imperium had super secret, burn before reading, ordinance that acted in the same manner as CT's psionic assault skill. These devices ranged in size from grenades to tac missiles to shipborne missiles. Naturally, the assault range and psionic strength of the devices depended on their size.
Another device worked as a psionic 'bunker buster', it had a short range but was very powerful. It could 'smash' through the strongest mental shield. The flipside of the 'bunker buster' was a device that was a wide ranged, low power field generator that slowly effected psions in the form of low grade headaches. This device was used as a 'public health measure', psions - either trained, untrained, or unaware - would eventually get medical help and be identified. It was a leftover from the Suppressions.
Still devices others fell more under the heading of interrogation and/or torture devices. Torture for psions that is, none of them would effect a normal mind. Think of the 'mental white light' device used to flush out Second Foundation psychiatrists in Asimov's Foundation series.
These devices IMTU were detailed only on the mcguffin level; i.e. No power requirement or size tables, vague effects known only to me the GM, players were around while they were used but never operated them and sometimes weren't even aware they were being used.
