Point buy is in the core rules, page 40. Also in the SRD.

No ads/disads, but Judge Dredd/Strontium Dog special techniques should cost the same as a level 1 skill, IMO.

I'd be interested in that. However, I have found that Ads/Disads are often quickly abused. What kind of Ads/Disads are you thinking are necessary for MGT?
