I found reference to an article "Planetary Government in Traveller" by Marc Miller in "High Passage #5".

The cheapest I can find a copy will set me back over $40, which is a fair bit to pay for a smallish article...

Anyone have a copy of said article who can summarize it for us?

Interesting article. I like the comment on the Democratic Party in Chicago, having grown up and lived in the Chicago area, although I would propose that is is more of a non-Charismatic Oligarchy than a Charismatic one. Avoiding naming names, most of the leadership has about as much Charisma as a frozen paddlefish. For those who have not visited the Shedd Aquarium, you need to look up paddlefish.

I do have a different view of a Feudal Technocracy though.
