I just realized one thing.

I have no idea what I'd do as a referee in order to see if my players noticed something stealthy.

Is there any skill for perception? Recon? Streetwise?

Make it a task, use Int, and either Recon, Streetwise, Sensor Ops etc. to notice something environmentally out of the ordinary.
Use admin, liaison, carousing etc. to notice someone acting shifty...

Sigg's handling of it makes good sense. I would add Hunting to the list of useable skills.
MT btw definitely did not have a seperate Perception skill - and IMHO for good reasons. CT/MT skills seem to be defined as training areas in my eyes - granted, it's a stretch for Streetwise or Carousing, but you can imagine specialized training, if informal, even for these.
But "perception" is something you always train in connection with something else. I don't think anyone will learn to notice stuff just for the heck of it.

If its just about to visually notice something without deeper reflection I use Int & Dex as modifying attributes for a task.
So the Int/Dex combination might be used as "internal" perception or reaction skill, just like Int+Edu is used for staying determinend.

Additional modification by a specific skill might happen, when this skill is actively used.

So, noticing something going on in the dark while sitting around a campfire might perhaps depend on a successful (and maybe hidden or unspecified) task roll
Diff, Int, Dex, 1 sec
but furtheron I would let the task be modified by players hunting skill too.
