Here's my question. What the heck does the O: mean after the Ni code. I know Ni means Non-industrial, but I have never seen the O: thing. Mebbe it's a typo?

As already answered this means 'owned'. But I think this might also be a typo ... I've never seen O: used except in the form O:nnnn where nnnn is the hex of the owning system. Without the nnnn part this is redundant as you can already see the gov code says the same thing.

Yeah, I kinda thought it redundant after what Magnus told me. If the government code is Captive, why duplicate with an "Owned" code.

Owned and Captive are not duplicates. A captive world indicates it taken perhaps by conquest. Owned could reference a corporation or private entity not necessarily a planet.

yes agreed. Captive have several meaning but not necessarily redundant to Owned. Marc has simply not specified the details of the owner. Corporations are the best example I can think of quickly but there are probably others.
