Outcasts of the Whispering Sky

Does anyone have any information on the Outcasts of the Whispering Sky state in Hinterworlds Sector? All I can find is that they are inhabited by a race which uses light patterns to communicate, and the night sky appears to be a message of some sort to them, and that there is an incomplete Ancient ringworld on Leenitakot.

IIRC there was a big writeup of the Hinterworlds in an issue of Challenge.
