Can LO do .pdf's?
I had the same issue a few years back with LibreOffice, and was a bit snarky about it.

Also, all of the modern OS's will let you Print to PDF. Which, I admit, is not necessarily the same as 1st class PDF support, so things like the TOC won't link, but it'll let any program create basic PDFs. It's my crutch for not adding PDF support to my programs.
