Sector Capital?

Here we have a possible subsector capital. Society is stratified, the many farmers live contentedly at around TL10, with small pockets of still lower tech villages clinging to democratic rule and left largely alone by the technological elite. These maintain the star port, interact with outsiders for the most part, and ensure the abundant foodstuffs are exported promptly. There are a few differences in internal government, but nobody down below really cares. law is not harsh, and life for the average citizen is pleasant, despite the requirements imposed on them by low gravity.
The scout service and imperial administration have a presence on planet, and researchers have been known to study the rich planetary ecology.

Two mini governments:
* feudal technocracy, minor group, some supporters.
* Participating Democracy, minor group, some supporters.


I'm wondering how to go about the larger task of setting up polities and so forth. I guess this will require a few more worlds to be defined first…

Thanks! I think what I'm most struggling with is moving away from trying to conceive of how a functional society could exist within the constraints of the UWP, and accepting that it doesn't have to make sense.

Remember that the UWP need not be set in stone. Once you start explaining and describing your world you may come up with something that does not match the UWP. Rather than spend hours struggling with this UWP entry, it is OK and good practice to change the value. Say you explain the world and it seems to fit perfectly that a corporation is running the world, go with that and tweak your government stat. The UWP is designed to stimulate imagination.

After saying all that, I have in the past rigidly enforced UWPs in one subsector creation session. If I did not like or understand a UWP, I discarded it and rerolled the entire planetary UWP.

Back to it, strange new worlds beckon

This planetoid is host to a tiny research outpost, which intends to study the very well-preserved organisms buried under the ice. There are many theories as to how they evolved and what ultimately killed them, some more believable than others. In a rare case of overfunding for scientific projects, a good quality starport has been constructed at great expense, though it is rarely patronized except by the scientists, who live in luxury when they aren't freezing out on the planetoid surface.
